Association of Real Estate Agencies of Montenegro Strengthens the Market and Increases Investor Confidence
Our company has been a member of the Association of Real Estate Agencies of Montenegro (Udruženje agencija za nekretnine Crne Gore) for more than five years — since the very moment of its foundation. The Association was established to protect the interests of officially operating agencies and to combat unfair competition in the real estate sector.
Reforms in the Montenegrin Real Estate Market
One of the key achievements of the Association was the successful advocacy and adoption of the Law on Intermediary Activities in Real Estate Purchase, Sale and Leasing in August 2025. This law represents a crucial reform aimed at systematizing and increasing transparency in the market.
Law on Intermediary Activities in Montenegro
The main changes introduced by the Law include:
- Licensing of agencies will reduce the “grey market” and eliminate participants undermining trust in the sector.
- A standardized exam through the Chamber of Commerce will ensure higher quality of services.
- Mandatory licensing of employees after successfully passing the exam will strengthen professional standards at the individual level.
- Mandatory office premises will be a requirement for every agency, ensuring transparency and accountability to clients.
- Mandatory professional liability insurance will protect the interests of clients in case of disputes.
- Mandatory signing of official brokerage agreements between agencies and property sellers will guarantee legality and transparency of cooperation.
- A public electronic registry will become a tool of full transparency: every client will be able to verify whether an agency is licensed and review essential information about it and its licensed agents.
The law has just been adopted, and now the implementation phase begins. In the coming months, all measures provided by the law will be put in place: the adoption of bylaws within nine months, the establishment of a professional exam system through the Chamber of Commerce, and the creation of a public agency registry. Existing agencies will have 12 months to bring their operations in line with the new regulations, giving them sufficient time to prepare and adapt to the new standards.
